PRESS RELEASE [03-2016] “PRS Shares Expertise in the 2016 SONAME Technical Seminar”

The Philippine Register of Shipping, Inc. (PRS) were the main presenters during the recently concluded 2016 SONAME Technical Seminar held last October 28, 2016 at H20 Hotel, Manila. The technical event was annually organized by SONAME and coincides with their Annual General Membership Meeting and Oathtaking of the 2016 PRC Board Passers for Naval Architects.

On the Ship Design Module, Engr. Jerome Manuel, Vice-President of PRS Technical Services, Inc. presented the paper on “Probabilistic Damage Stability” in accordance with the latest SOLAS amendments and MARINA Circular 2015-08. Discussed were the requirements under Resolution MSC.216(82), adopting the regulations on subdivision and damage stability as contained in SOLAS Chapter 11-1 which are based on the probabilistic concept, using the probability of survival as a measure of ships’ safety in a damaged condition. It also stressed that powerful analytical tools like Maxsurf Enterprise Suite needs to be utilized for this purpose.

On the Ship Maintenance Module, Engr. Joselito De Guia, Cebu Branch Head of Philippine Register of Shipping, Inc. discussed the topic on “In-Service Classification” covering the inspection of the hull, machinery, propulsion and its fittings including its benefits to shipowners.

On the Shipyard Management Module, Ms. Tiffany G. Naperi, President of PRS Quality Assurance, Inc. tackled the paper on “ISO 9001-2015 For Shipyard Management System” which focuses on risk-based thinking and building same into the whole management system of shipyards and including key areas for risk assessment from design, materials and production.

On the Practice of Naval Architecture, Engr. Sammuel T. Lim, President of the Philippine Register of Shipping Inc. and concurrent Chairman of SONAME presented the salient points of Republic Act 10698 – the “Naval Architecture Law” and its Implementing Rules and Regulations which aims to upgrade the practice of naval architects to the modern times and future-proof it by adopting the Continuing Professional Development for SONAME members and in compliance with various international engineering accords.

On the Continuing Professional Development (CPD) and Code of Ethics Module, Engr. William Hernandez, President of PRS Technical Services, Inc. and Engr. Edward Cruz, respectively discussed these topics as Members for the PRC Board of Examiners for Naval Architects.

PRC Resolution No. 2013-774 – “Revised Guidelines on the Continuing Professional Development Program for all Registered and Licensed Professionals” aims to continuously improve the quality of the country’s registered professionals by updating them on the latest scientific, technological, ethical and other applicable trends in the local and global practice of the profession and delivers quality CPD activities aligned with the Philippine Qualifications Framework (PQF) for national relevance and global comparability and competitiveness.

The Code of Ethics for registered naval architects covered topics on honesty and integrity, risk assessment, occupational health and safety, protection of the environment, professional competency, supervisory responsibilities, supporting the profession, confidentiality, conflicts of interest and upholding the Code of Ethics.

The event was well attended by the maritime community including Ship Owners, Ship Managers, Ship Builders, Ship Repairers, Classification & Insurance Surveyors, Naval Architects, Marine Engineers and maritime students.
